| 摘 要： | 由外部环境力量主导和驱动的国有企业积极、主动响应和自主开展的管理创新,是现在和今后国有企业管理创新动力机制的最基本的属性特征。政府管理国有企业管理创新的方式和作用点应主要集中在:坚定地落实政企分开政策,进一步健全和完善国有企业的法人治理结构;进一步优化和完善国有企业主要经营者和国有企业领导班子考评指标体系,进而深度影响其管理创新方向和目标选择;提供行政支持和财政、金融援助;加强外部环境的管理。

| Abstract: | External force-driven and active responses of the state-owned enterprise are the fundamental characteristics of dynamic mechanism of management innovation from now on.The government should firmly implement separating policy,improve the corporate governance structure of state-owned enterprises further,optimize and improve the evaluation system of the leaders and managers of state-owned enterprises further,thereby influence the innovation direction and target selection,provide administrative support and financial assistance,and strengthen the management of the external environment. |
