PPP模式下的城中村改造问题研究——以郑州市城中村改造为例

城中村改造是一项探索性强、复杂艰巨的系统工程,借鉴国外旧城更新中普遍采用的PPP模式将有助于解决城中村改造融资难等问题,但前期融资及合作方利益博弈等问题仍是目前城中村改造所面临的主要难题。明确城中村改造的利益主体、界定合作方的利益边界以及引入土地信托机制有利于优化目前的PPP合作模式,能有效解决城中村改造中的瓶颈问题。

Studies on the Village in City Reconstruction under PPP Mode——based on Zhengzhou

The "VIC"(the village in city)reconstruction is an exploratory,complex and difficult project.The reference of the PPP models popularly used in foreign old city renewal process will help to solve the financing issues in the VIC reconstruction.However,up-front financing and interest game between partners are still the main problems in the process of VIC reconstruction.In order to get out of the bottle-neck from VIC reconstruction and optimize current PPP cooperation model,it is necessary to define the main interest party,set up the interest border for partners and introduce land trust mechanism into VIC reconstruction.
