武汉失地农民养老保障问题研究

对于农民而言，土地具有重要的社会保障功能，而其养老保障功能尤为突出。在城市化发展背景下，城郊农民失去土地的风险增加，其面临的年老时收入降低的风险也增加，完善失地农民养老保障制度对于保障失地农民年老生活具有重要意义。武汉市的实证研究表明，在统筹城乡社会保障体系背景下，失地农民养老保障制度发展过程中存在着失地农民自愿参保积极性不高、失地农民养老保障制度定位不清、失地农民个人缴费负担过重、各区养老待遇差距较大等问题，而将失地农民纳入统筹城乡的社会养老保障体系是今后发展方向。

Research on Old-Age Security System for Land-appropriated Farmers of Wuhan City

For farmers, land is one of the most important resources for social security, especially for old-age security. Un-der the circumstance of urbanization, more farmers are losing the usage right of land, which increases the necessity to estab-lish an old-age security system for land-appropriated farmers. Empirical analysis of Wuhan city demonstrates that following problems occurs in the process of establishing old-age security system for land-appropriated farmers： low willingness to attend old-age security system, ambiguity about the purpose of the system, heavy contribution burden of land-appropriated farmers, and huge benefit gap among different districts. To harmonize old-age security system of urban area and rural area and to in-clude land-appropriated farmers in this unified system are future directions.
