公办养老机构人才管理现状及对策分析

摘    要:我国公办养老机构担负着养老事业的示范、辐射功能,是政府服务的延伸。但其在人才的培养、使用、考核、激励等方面还存有不足,且人员队伍稳定性差,人才流失率高。公办养老机构应通过公开招聘、签订聘用合同,为人才打开"出入口"。建立人才管理部门的工作目标责任制。实现整体统一推进,统筹协调抓好各类人才队伍建设,实现各类人才协调发展。通过夯实招聘工作基础,完善培训、绩效考核、薪酬分配制度来增强人力资源管理部门的综合职能,提高人才管理水平。

Abstract:Public pension institutions in China responsible for the pension business model,radiation function is an extension of government services. However,in the cultivation,use,evaluation,incentive,and there is also lack of workforce stability and poor,high wastage rate. Public pension institutions,through open recruitment,employment contract signed for the talent to open "entrance." Talent management departments to establish the responsibility system. Achieve an overall unity to promote,coordinate all types of personnel do a good job and achieve coordinated development of all kinds of talents. By consolidating the basis of recruitment,better training,performance appraisal,salary distribution system to enhance the integrated human resource management functions,improve personnel management.
