| 摘 要： | 随着城镇化和工业化的快速发展,我国流域水资源和环境状况趋于严重,亟须划定流域生态红线,进行综合管理。针对流域生态红线管理面临的制度困境,提出流域生态红线管理制度建设的路径,包括健全流域生态红线的规制、建立流域生态红线分级分区管控机制、强化流域生态功能目标考核、全面实行流域上中下游生态补偿、完善流域生态环境监测网络。

| Abstract: | The situation of water resources and environment of watersheds in China is severe with the rapid development of urbanization and industrialization. It is urgent to designate watershed eco-red line for comprehensive management. The watershed eco-red line management system is suggested in order to solve the predicament. The following approaches are proposed: completing the laws and regulations on watershed eco-red line, establishing the management mechanism of watershed eco-red line in different regions at different levels, intensifying the target evaluation for watershed eco-function, implementing the watershed eco-compensation at all reaches, and completing the monitoring network of watershed eco-environment. |
