整体性视角下新时代水治理体制创新研究

新时代人民追求美好生态环境的愿望,对我国水治理现代化提出了更高要求。水治理体制亦需不断完善与创新,以保障水治理的全面共建与平衡发展。基于整体性治理理论,针对我国水治理体制发展面临的"棘手性"挑战与碎片化问题,对我国水治理的党政群共商共治体系、和谐治水文化体系、内部协调机制、外部协同机制和信息互通机制的完善进行探索,建立目标与手段双维发力的整体性水治理运行模式。

Innovation of water governance system in new era from holistic perspective

The people''s desire to pursue a beautiful ecological environment in the new era puts forward higher requirements for the modernization of water governance in China. The water governance system also needs to be constantly improved and innovated to ensure the comprehensive construction and balanced development of water governance. Based on the theory of holistic governance, with regard to the faced challenges and fragmentation dilemma in the water governance in China, the improvement of the combined party-government-mass governance system, harmonious water governance cultural system, internal coordination mechanism, external joined-up mechanism and information mutual communication mechanism is discussed, and the operation mode of holistic water governance with two dimensions between the goal and the means is proposed.
