省域高等院校研发人员集聚与科技创新能力协调关系的时空特征研究

摘    要:对中国2010-2016年31个省(直辖市、自治区)高校研发人员集聚和科技创新能力的协调关系展开研究。通过省域高校研发人员区位熵来衡量其集聚水平;综合考量高校科技项目和经费、科技成果及技术转让、科技获奖等方面,采用因子分析法计算省域高校科技创新能力;通过协调发展系数和Sperparman秩相关系数分析高校研发人员集聚与科技创新能力的协调关系。研究结果表明:现阶段我国高校研发人员集聚分布呈现出明显的区域性差异,存在不平衡性,集聚程度高的省份主要集中于东部和东北部地区;省域高校科技创新能力的分布状况与区域经济发展程度具有一致性,呈现“东高西低”态势;高校研发人员集聚与科技创新能力具有相关关系,但协调性总体偏低,研发人员集聚滞后和科技创新能力滞后的情况均存在,总体上看协调发展关系呈现下降趋势。在新的历史阶段应保障高校研发人员在相对稳定的基础上合理有序的流动,加强区域高校合作,优化高校科技创新环境。研究为促进高校研发人员集聚与科技创新能力协调发展提供参考。

Abstract:Taking the 364 official documents published by the administrative department of scenic and historic area from 1978 to 2018 as the research object, through classification statistics and content analysis, and through classification statistics and content analysis, this paper defines 3 stages of changes in the numbers and types of the official documents, and summarizes the history and content of its institutional construction in 5 parts: laws and standards, establishment, planning, protection, supervision and management. The paper also reveals that, as a national key scenic and natural resource protection area, the scenic and historic area has formed a system of "establishment, planning, protection, utilization, and inspection" and comprehensive supervision, under the collaborative management headed by the construction department with various ministries and commissions during the 40 years. Simultaneously, it points out that there is a lag in system construction and its legal management still needs to be perfected, and provides a useful reference for the construction of China national park system.
