摘    要:为提高水利工程监管成效和水平,确保工程建设及运行目标的实现,在梳理我国重点中小河流及重大水利工程监管工作的基础之上,建立在建水利工程监管成效评价指标,借鉴成本收益法的思路,以投入与结果为目标层,运用C-OWA算子赋权法和灰色系统理论,构建水利工程监管成效综合评价模型进行评价,并通过实例分析验证了指标体系的合理性和准确性。

Abstract:To improve the supervision efficiency and level of water conservancy projects and ensure the realization of project construction and operation goals, based on the review of the supervision work of key small and medium rivers and major water conservancy projects in China, the evaluation indexes of the supervision efficiency of water conservancy projects under construction are established. A comprehensive evaluation model for the evaluation of supervision efficiency of water conservancy projects is established by using the C-OWA operator weighting method and the gray system theory based on the cost-benefit method for reference to take the input and results as the target layer. The rationality and accuracy of the index system are validated through case analysis.
