| 摘 要： | 廉租制度是随着社会主义市场经济发展和住房制度改革的大背景下产生的,自1999年实施以来,一定程度上缓解了部分低收入家庭的住房难题,但廉租制度相应的供应模式各地不一,随意性较大,制约了廉租模式的发展,同时影响了国家对居民住房权力的保障。文章基于福利经济学、公共经济学基本理论,分析并比较实物和货币两种补贴形式,旨在探讨合意的廉租供应模式。

| Abstract: | Low-rental house system came into being in the context of the socialist market economic development and the reform of the housing system.Since its implementation in 1999,it relieved some of the housing problems of low-income families in a certain extent,but the corresponding modes of supply low-rental house varies in different regions with large arbitrariness,which restricts the development of the low-rental mode,and affected the protection of the resident housing right.Based on welfare economics,public economics basic theory,the paper analyses and compares the two subsidies in kind and monetary form,which aims at exploring suitable low-rental supply mode. |
