用生态经济系统的概念、功能以及生态经济学的基本观点和原理,分析了水质水量统一优化配置问题;提出了水质水量统一优化配置的概念,分析了其内涵;阐述了水资源生态经济系统的生态经济阈和水质水量统一配置可行方案拟定的原则;依据生态经济系统结构优化限制性因素原理,构建了由配置方案生成模型和配置方案效果评价模型组成的水质水量统一优化配置模型体系框架。为水质水量统一优化配置研究提供了一种基本思路。

Analysis of for Integrated Optimal Distribution of Water Quantity and Quality and Quantity Based on Ecological Economics

The problem about integrated optimal distribution of water quality and quantity is analyzed by means of the conception and function of ecologcial economy system, the basic standpoint and principles of ecological economics. The concept of the integrated optimal distribution is put forward, and its connotation is analyzed. The ecological economy threshold of water resources ecological economy system and the principles for drawing up the feasible schemes of the integrated optimal distribution are expounded. The frame of the model system frame for integrated optimal distribution is set up according to configuration optimizing restrictive factor principle of ecological economy system, which is the compose of the model for generating distribution schemes and assessing the distribution effectiveness of the model. As a result, a research frame for integrated optimal distribution is provided in this paper.
