| 摘 要： | 我国地方政府存在"土地财政"和举债的双重冲动,这与我国现有的财政体制和政府体制的缺陷有关,也与我国加速城市化的大背景有关。由于土地财政与地方政府融资平台触及我国的很多深层问题,应确立相关的规则加以解决。

| Abstract: | It is a commonplace that local governments have a strong desire for land finance and debt financing in the progress of accelerated urbanization. This has something to do with the shortcomings of the existing fiscal system and the overall government system. As many problems in relation to land finance and local government financing vehicles are exposed,related rules should be worked out to deal with them. |
