创业投资引导基金的绩效评价研究

创业投资引导基金是由政府设立并按市场化方式运作的政策性基金,主要通过扶持创业投资企业发展,引导社会资金进入创业投资领域。为了发挥引导基金的政策效应,必须对其实行有效的考核与监管。论文建立了一套完整的引导基金绩效考核评价体系,包括政策目的、政策效果和经营管理能力三个方面,共18个评价指标,并计算了各指标的权重,为政府制定创业投资引导基金绩效评价政策提供理论依据。

Performance Evaluation Research of Venture Capital Guiding Fund

Venture Capital Guiding Fund is established by the government policy and operated by the market,which primarily support the development of venture capital enterprises and steer social capital into the field of venture capital.In order to play policy effect,it is necessary to assess and monitor the guiding funds effectively.The paper established a complete set of guiding fund performance evaluation system,including three aspects: policy aims,policy effects and management capabilities,a total of 18 indexes,then calculated the weight of each index.That provided the government with a theoretical basis of setting policy of guiding funds performance evaluation.
