| 摘 要： | 针对广西沿边地区发展较缓慢的局面,为贯彻党和国家对广西地区的发展战略和要求,结合广西沿边地区发展状况,提出创办"北海钦州防城港沿边经济特区"的指导思想、基本原则,并制定相应政策,为广西沿边地区实现跨越式发展提供理论参考。
