我国残疾人社会保障制度的完善

残疾人群体是社会保障中最特殊、最困难的弱势群体。当前残疾人社会保障制度存在制度设置标准偏低、运作效能差及区域发展不平衡等问题。残疾人社会保障制度的完善势在必行。应从残疾人社会保障的体制、制度建设入手,完善基础性、发展性残疾人社会保障制度,并动员全社会力量加入残疾人事业,构建以残疾人社会保障为核心内容的残疾人事业。

The disabled group is the most special and vulnerable group in the social security system.Now there are many problems in the social security system such as low standard of the system,inefficient operation and imbalance of regional development,etc..It is high time that social security system for the disabled should be improved.Therefore,it is necessary to improve the fundamental and developing social security system for the disabled from the aspect of institutional development.On the other hand,it is also important to mobilize the whole society to join in the causes for the disabled and construct an disabled cause in which the disabled social security is centered.
