| 摘 要： | 当前社会经济形式与上一轮土地利用总体规划时的背景发生了很大变化，进行新一轮土地利用总体规划已是经济发展的客观要求。对我国进行新一轮土地利用总体规划修编的必要性从四个方面进行论述，并指出修编的七项重点与关键所在。
