浅析集体林权制度改革的政策效应——以云南省两县为例

2006年云南省集体林权制度改革试点推行后，广大林农造林积极性高涨，促进了林业产业的快速发展。对于集体林权制度改革所取得的成效，国家林业局开展了集体林权制度改革监测工作进行总结。通过对云南省两个县集体林权制度改革监测数据的归纳与整理，从集体林权制度改革的生态效应、经济效应和社会效应三个方面，对集体林权制度改革的政策效应进行分析。

Study on the Effect of Policy of the Collective Forest Right System Reform---Take Two Counties of Yunnan Province as an Example

Since pilot implementation of collective forest right system has reformed in Yunnan province in 2006, the foresters all have a high enthusiasm for forestation, which promoted the rapid development of forestry industry. The achievement of collective forest right system reform has been summarized through monitoring the reform by the State Forestry Bureau. Based on the collated monitoring data of collective forest right system reform in 2 counties of Yunnan province, this paper analyzes the policy effect of the collective forest rights system reform from ecological, economic and social three aspects .
