退耕还林工程实施存在的问题及对策研究--基于云南省X县退耕地调查

对云南省干热河谷地区-X县2005年度退耕还林工程进行实地调研，从研究区概况、调研情况、取得成效及存在问题等内容进行研究，结果表明，后退耕时代退耕还林工程对当地生态环境和农户生活水平的改善起到了积极的作用，但仍然存在配套经费缺乏、林种比例失调、退耕农户生活无保障、规划设计粗放和后续产业发展滞后等一些比较突出的问题，制约了退耕还林工程综合效益的提高，提出了建立退耕还林工程长期稳定的生态效益补偿机制、增加退耕农户货币性和非货币性收入等对策建议。

Study on the Problems and Countermeasures of Program to Return Farmland to Forests---Based on X County of Yunnan Province Land Survey

This paper has a investigation in Yunnan Ganre valley--X county 2005 year on the returning farmland to forest project, from the general situation of research area, research situation, achievements and existing problems of research contents. The results show that the returning farmland to forest project has positive effect on living standards of farmers and the local ecological environment improvement, but there are still some problems, such as：a lack of funds, forest imbalance, farmers living without security, planning and design of extensive and follow-up industry development lags behind some of the more prominent issues. These problems restricts the returning farmland to forest project comprehensive. This paper proposes some advice on the establishment of long-term stability of returning farmland to forestry ecological benefits compensation mechanism, increase farmers money and non monetary income and countermeasures.
