| 摘 要： | 针对黑龙江省耕地利用水平较低的现实，认为实现耕地资源可持续利用是实现该省可持续发展的重要条件；就制约耕地资源可持续发展的几大制约因素，提出了切实保护现有耕地、提高土地利用率、集约开发耕地、提高耕地质量、整治水土流失、开垦宜农荒地、发展生态农业及增加科技投入等措施。

| Abstract: | For the lower using of cultivated land resources in Heilongjiang Province, achieving the sustainable-developmental use of cultivated land resource is an important factor to achieve the sustainable development of Heilongjiang Province. Considering few factors which limit sustainable development of cultivated land resources exiting in Heilongjiang Province now. the author puts forward a series of solutions, such as protecting current cultivated land, holding homeostasis of cultivated land, improving using rate of land, developing multi-industry, intensive cultivation, improving quality of cultivated land, renovating loss of water and soil, reclaiming wastelands suitable for agriculture, developing eco-agriculture, increasing input amount of science and so on. At the same time, some ensuring measures for achieving strategic goal of cultivated land resources are also put forward. |
