中国服务业体制沿革及其“十二五”战略

改革开放以来,我国服务业改革经历了起步、全面推进和突破三个阶段,在释放服务业潜能、垄断性服务业市场化改革、物流和文化产业改革方面取得了重要进展,但同时也存在垄断性服务业实际开放度低、教育医疗等领域进展缓慢、多头管理严重、市场准入体制性障碍等问题。十二五改革攻坚要以构筑有效竞争的市场结构和市场主体为目标,以教育医疗领域和垄断性服务业改革为重点,以政府管理体制为核心,加大力度、分类推进,建立起促进服务业高效运行的市场环境和宏观管理体制。
