| 摘 要： | 针对黑龙江省发展小城镇建设的实际情况,阐述了农村集体建设用地流转的必要性、流转的前提条件;并针对该省农村集体建设用地利用效率低、居民点零星分布且规模小的实际情况,提出农村集体建设用地流转的若干建议。

| Abstract: | Aiming at the actual facts of advancing building of small towns in Heilongjiang Province, the article expounds necessity of moving of collective fields for building in villages, ahead conditions of moving, and puts forward some advices on collective fields for building which are on the move, aiming at low efficiency of using collective fields for building in villages of our province, scattered and small size inhabitant points. |
