| 摘 要： | 通过对湖南省浏阳市金塘村的调查研究发现，当地农民的环保意识处在一个相对较高的水平，这与当地政府采取的环保教育、约束行为、引导发展等方面的措施是分不开的。笔者采用参与式农村评估的方法对当地政府所采取的环保措施的实施效果进行了评估，指出了各项措施所取得的效果及其存在的问题，并对如何解决我国农村环境问题提出了可行性建议。
