摘    要:国有企业人力资本产权制度安排的根本问题 ,在于无视人力资本产权自主或决定性 ,不承认人力资本个人产权及其向非人力资本转化的合法通道 ,人力资本产权化是解决国企深层次矛盾需要 ,是深化国企改革的突破点 ,是知识经济条件下实现国有企业改革第二次飞跃的动力所在。构建国企人力资本产权制度及运营模式是当务之急

The Break - Point of Strengthening State - owned Enterprises (SOES) Reform: Building the System of Human Capital Property Right
Abstract:The fundamental problem of arranging.The Manpower Capital Right (TMCR)in State-Owned Enterprises (SOEs),is neglecting the owning decision of TMCR and denying the legal channel of transforming individual Manpower Capital into non-manpower Capital.The reform in TMCR is the demand of solving the deep-seated antinomy in SOEs and it is the break-point in SOEs reform.And it is also the impetus of the second leap in SOEs reform under the knowledge-based economy.So it is urgent to build a system and a running TMCR mode.
