| 摘 要： | 济源在城中村改造中,以政府主导、市场化运作,鼓励探索多种改造模式,实行准入制度,以优惠政策促改造等措施,推动工作的开展。但是,也存在一些问题,如思想认识不统一、手续办理过程复杂、政策不细化、资金缺口大等。为此,必须加强宣传、做好规划引导、完善无形改造保障体系、建立公众参与监督机制、加强基层组织建设。
