农村人力资源开发和新型农民培训

建设新农村,在政府推动和社会参与的前提下,关键是发动农村的主体--最广大的农民群众.因此,培养新型农民就成为新农村建设的当务之急.新型农民必须"有文化、懂技术、会经营",具有自立意识、合作精神、法制观念和创业本领,能够适应新农村建设的需要.借鉴国外经验,新型农民的培养必须大力发展农村职业教育,加快农业科技推广,加大农民培训力度,提高农民的组织化意识.
