| 摘 要： | 新一轮农村信用社产权改革取得重要进展，研究发现，从短期来看，中央银行和省级政府的目标函数都得到不同程度的实现，产权改革取得阶段性成果。但从长期来看，由于部分省级政府的短期行为与中央银行的长期目标相冲突，致使改革中存在的问题日益显现。

| Abstract: | Significant progress has been made in the new round of property rights reform of rural credit cooperatives. The study finds that seen from the short term, the objective functions of both the central bank and the provincial governments have been achieved to some various degrees, and that phased achievements have been made in the property rights reform. But viewed from the long run, owing to the conflict of some short - term behaviors of provincial governments with the central bank＇s long- term goals,problems in the reform is to be growingly apparent. |
