首都乡村绿色化发展路径研究

绿色化是新时期建设中国特色社会主义战略布局的重要内容。深刻认识绿色化的理论意义,探索首都乡村绿色化发展的科学路径,对于北京市新常态下的可持续发展具有重要价值。文章采取文献梳理和实地调研等方法解读绿色化发展内涵、分析乡村绿色化发展面临的形势,并提出了加快首都乡村绿色化发展的策略。研究结果表明:(1)绿色化内涵包括经济学维度、社会学维度和生态学维度,表现出动力、公平、质量3方面特征,追求整体、协调、循环、再生、平衡五大目标。(2)首都乡村绿色化面临机遇和挑战,在生态、农业与农村发展基础、转型动力、投资力度、政策支持等方面具备发展的有利条件,同时在资源环境、乡村生态文明建设、思想意识、区域差异等方面也存在阻碍因素。(3)首都乡村绿色化发展应设定科学的总体思路和目标,构建绿色化发展的评价指标体系,明确实现路径与主要任务,因地制宜提出适合首都乡村的绿色化发展策略。

THE PATH OF GREEN DEVELOPMENT IN BEIJING COUNTRY

Greening is an important content and optimal path of strategic layout at present. It is important to deeply understand the theoretical significance of greening and further explore the scientific way of the green development for the sustainable development of Beijing under the new normal. This paper clarified the connotation of green development and analyzed the situation faced by the rural green development through the methods of literature review and field survey. And then, it put forward the strategies promoting the rural green development in Beijing. The results showed that: (1) the connotation of greening included economic, sociological, and ecological dimension. The greening displayed the characteristics of dynamic, fairness and quality, and its goal was to pursue the integrity, balance, coordination, circulation, and regeneration. (2) Greening faced both opportunities and challenges. Foundation of ecology, agriculture and rural development, transformation of power, investment, and policy support were the favorable conditions for the green development. However, resources and environment, rurally ecological civilization construction, ideology, and the regional difference were unfavorable factors. (3) Greening in Beijing country should establish reasonable ideas and goals, construct evaluated index system, clarify the realized way and the main task, and finally adjust strategies of the green development to local conditions.
