| 摘 要： | 我国农地非农化配置实行的是指令式的计划配置机制。在这样的配置机制下，农地非农化很难达到最优的空间配置效率。通过理论模型论证分析得出结论：耕地发展权的设置及其交易机制的建立，将可以实现最优空间配置效率。最后，在以上分析的基础上，探讨了我国耕地发展权的归属及交易机制建立等问题。

| Abstract: | In China,the allocation of farmland conversion is based on the instructing plan mechanism.Under the allocation mechanism,farmland conversion couldn’t achieve the optimal spatial allocation efficiency.Through theoretical demonstration,it is indicated that the setting of farmland development rights and the establishment of trading mechanism can help to achieve the optimal spatial allocation efficiency.On the basis of the above analyses,this paper discusses problems such as the ownership of farmland development rights and the establishment of trading mechanism. |
