论失地农民的权益流失与社会保障制度建设

在土地征用过程中大量耕地的非农化转移是不可逆转的。农民作为弱势群体其利益的保护是必须关注的问题。现行的征地制度起源于计划经济时代,剥夺农民利益、进行工业化积累是无奈的选择,其中农民的利益损害是巨大的。本文在分析土地征用过程中农民权益流失的现状的基础上,指出了失地农民权益流失的原因,并提出了相应的解决措施。
