| 摘 要： | 路径依赖是阻碍政府制度变迁的主要障碍,而非正式制度的限制,是造成政府转型过程中路径依赖现象的主要来源.从非正式制度的主要范畴:意识形态、传统文化和习惯剖析了政府转型中路径依赖现象的非正式制度成因,提出了政府转型中非正式制度创新的建议.

| Abstract: | The path dependence is the main obstacle that the baffles government institutional change, while the restriction of the informal system is the main source that results in the path dependence phenomenon in the government transformation. This paper analyzed the informal system cause of the path dependence in process of the government transformation, put forward suggestions on the informal system innovation in the process of government transformation from the main category of informal system which is ideology, traditional culture and custom. |
