摘    要:"公务员报考热"很大程度上缘于我国公务员所承担的风险和责任同他们的待遇及社会期望值不对称。公务员绩效考评制度是使公务员作为一种职业回归其本位的有效机制。完善的公务员绩效考评制度应具有"服务型政府"的绩效指标、严格规范的考评程序、公开透明的考评过程和结果。

Abstract:"Public officials examine boom",to a great extent,stems from the unsymmetry of risks and responsibilities they takes with their treatment and social expectation.Public officials performance evaluation system is an effective mechanism making them returning to their original position.The perfection of the system should have performance index of "service government",strict and standard evaluation procedure,and open and fair evaluation process and results.
