| 摘 要： | 目前城乡差距不断拉大已成为影响我国构建社会主义“和谐社会”、全面实现“小康社会”急需解决的问题。文章从消费启动的角度，本文分析了农村消费不足的表现和内因；并围绕消费启动的特点，提出促进农民收入增长、扩大农村消费需求、加速农业产业化发展等政策措施，对不断缩小城乡差距，最终达到城乡统筹发展，具有重要的意义。
