| 摘 要： | 中国特殊经济区经过30年的发展，对国家和地区经济都起到了较大推动作用，但在世界经济发展趋势影响下，中国特殊经济区的发展面临巨大挑战，立法完善已是必然趋势。基于中国特殊经济区立法现状和国际社会特殊经济区立法模式，中国特殊经济区立法的发展方向必须是：强调经济效益原则、遵循WTO国民待遇原则和体现透明度原则。
