充分信息还是产权改革--略论中国国企改革的顺序问题

本文分析了在国企改革中的产权派和自由竞争派这两种意见的分歧,指出这些表面上相左的观点对国企改革而言都是必需的,是改革中相辅相成的两个方面,是可以互相融合的,应根据企业的不同产权结构和所面临的不同市场环境与产业环境进行改革的顺序选择,最终形成治理结构合理的有竞争力的企业。

Sufficient Information or Reform of Property Rights--on the Order of the Reform of State-owned Enterprises

In the course of the reform of state-owned enterprises,some argue that the reform of property rights is the most important. While others think that to create free competition market environment is the key issue. This paper maintains that although these two ideas seem to be superficially contradictory, it is possible to integrate them for the formation of competitive enterprises with optimum governance structures. The reform of property rights and the creation of free competition market environment are complementary, which takes the precedence according to the different market environment and industrial environment confronting the enterprises.
