试论风景资源开发中的政府规制

根据规制经济学的一般原理，分析了风景名胜区资源开发与保护中政府规制的必要性，以及既定风景资源产权制度安排和管理体制下政府规制所面临的诸多难题。提出了风景名胜区规制改革基本思路：规制权力集中、规制激励适度、引入竞争机制、强化行政约束、发挥监督作用。

On the Government Regulations in the Development of Scenic Resources

In accordance with the general principle of regulatory economics,the author gives an analysis of the necessity of the government regulations in the development and protection of natural resources of scenic spots and a number of hard nuts that face the government regulations under the scenic spot property right system arrangement and the administrative system for the existing resources.The paper offers the basic cencept for regulatory reforms of scenic spots\_\_including centralized power,moderate regulatory incentive,introducing competitive mechanism,strengthening administrative restraint and bringing the role of supervision into full play.
