| 摘 要： | 招标投标制度作为工程承包发包的主要形式,在国际国内的工程项目建设中已广泛运用。它通过市场竞争机制,遵循公平、公开、公正的原则,有助于发包单位择优选定设计单位、施工单位、材料设备供应单位。实践证明,招标投标制度比较成熟,而且科学合理的工程承包发包方式,也是保证建设工程质量、加快工程建设进度、获取理想经济效益的必要手段。
