农村人口流动条件下的教育供给模式

农民工流动引发当前流动人口条件下的农村教育供给问题。农村义务教育的免费提供,不能解决农村中择校问题,以及农村教育承担比城市教育高的机会成本与高风险问题。本文认为教育供给的形式应该是流动性好的货币近似物,即教育供给以教育券的形式发放给学生,这能使教育资源产权得到充分鉴定。教育券的终身制与实名制设计保障学生自主选择学校与接受教育时间,使教育资源通过竞争得到优化配置。

On Education Supply Model for Rural Migrant Labor

The mobility of migrant rural workers led to the educational supply inadequate to satisfy the current floating population. Free compulsory education in rural areas can not solve the problem of school- selection behavior, nor higher opportunity costs and higher risks of rural education than those of urban residents. The author believes a desirable educational products supply should resemble currency supply with perfect liquidity, which means the supply of educational products can be effected through educational vouchers to ensure complete identity of property rights of educational resources. Vouchers with life-long tenure and real-name registration may ensure students personalized choice of educational products, to achieve an optimal utilization of educational resources via competition.
