| 摘 要： | 加强城市生态建设，仅仅依靠财政提供资金是不够的，还必须面向市场融资。面向市场融资需要构造一定的机制，使各种社会资本能够顺畅地进入环保行业。面向市场融资还需要选择一定的模式，如银行贷款模式、证券融资模式、城市污染治理投资基金模式、项目融资模式、创业资本模式、信托模式、发行彩票模式等多种形式。

| Abstract: | To Strengthen the ecological construction of the city, it is not enough to only rely on finance to provide with funds.It is still necessary to rely on market-oriented financing. The mechanism that faces market-oriented financing needs a certain kind of structure, making various kinds of social capital enter the environmental protection trade smoothly. Market-oriented financing needs to choose certain mode,for example, mode of the bank loan, securities finance mode, pollution control investment funds mode in the city, financing mode of the project, mode of the capital that start an undertaking, trust mode, issue the mode of lottery tickets. |
