在深入分析森林生态标志产品的概念和内涵特征的基础上,探讨了其在国内外的定位和标准体系构建等问题。在供给侧改革的背景下,分析了森林生态标志产品对林业供给侧改革的3个方面影响:优化林业产业结构、加快林业现代化建设以及扩大有效和中高端供给。最后,在理论和实践依据上,建议将森林生态标志产品种类确定为五大类:森林食品、森林药品、森林用品、木材类产品、森林游乐类。

The Study of Forest Eco-Labeling Products Based on Supply-Side Reform

⑴ Background——The supply side reform is an inevitable requirement for adapting and leading the new normal economy. It is an effective point to reform forest economic supply side to carry out forest product certification. In 2017,No. 1 central document puts forward the problem of structural reform of agricultural supply side.The purpose is to optimize the industrial structure of agricultural products,to improve the quality and efficiency of agriculture,to enlarge and strengthen the advantageous and characteristic industries,and to accelerate the development of new kinetic energy of rural development. Forestry,as an important part of big agriculture,takes the dual mission of optimizing the ecological environment and promoting economic development. Of course,it becomes the focus of structural reform of supply side. To study forest ecological product logo,precise the toplevel design,clarify the essential characteristics,and determine the standard system of key points,which are helpful to find the power point of forestry economy supply side reform,have important significance to build the forest ecological product logo and improve the quality of forestry developments.⑵ Methods——Based on the theoretical analysis of literature research,the concepts related to forest ecological products were compared,and the concepts and connotation of forest eco-labeling products were clarified.Based on the location of forest eco-marked products,the standard system of forest eco-labeling products is constructed,and suggestions for product category selection are given.⑶ Results——Results The standard system for certification of forest ecological marks is constructed,which includes the realistic problems,the ecological environment to be protected and the core of the unified standard. The environmental quality of forest products and forest products from that is special or dependent on forest ecological environment is one of the important contents of forest ecological sign standard system. Another important content of forest ecosystem environmental impact is the standard of forest ecological mark product standard system. The influence of forest eco-marked products on forestry supply side reform is manifested in 3 aspects: optimizing forestry industry structure,speeding up forestry modernization and expanding effective and medium and high end supply. Implementation of forest eco-marked product construction can promote transformation and upgrading of forestry industry and forestry economy,promote the integration and development of forestry123 industry,and promote the adjustment of forestry industrial structure. At the same time,forest ecological mark products from forest resources,production of forest ecosystem,can effectively promote the ecological protection,improve the quality of forest resources and value,contribute to the transformation of the development concept and business model,enhance the quality of supply of forest products and increase the added value of forestry industry,so that whose quality and efficiency could be bigger and stronger. By establishing standards,brand promotion and mechanism innovation,we should enhance the adaptability and flexibility of supply structure to demand change,promote green development,serve the construction of ecological civilization,and speed up the construction of forestry modernization.⑷ Conclusions——The standard system of forest eco-labeling products should establish different standards according to different product categories,and also have both theoretical and practical basis for selecting products of forest eco logo certification. In theory,it is mainly based on the obvious ecological characteristics of the products,such as the good environmental quality of the producing area,the friendly ecological environment of the forest,and the market trading. In practice,the large scale of production,large impact on forest ecology,great impact on human health,and great influence on farmers' economy are chosen in principle. Based on the above analysis,it is suggested that forest products should be classified into 5 categories: forest food,forest medicines,forest products,timber products and forest recreation.
