支持“能效电厂”的电价政策建议

从间接支持和直接支持两个方面提出了能支持"能效电厂"建设的电价政策。前者具体包括完善"煤、电价格联动"机制、对自备电厂用户开征所有已随电价征收的政府性基金、加快电力行业的"外部成本内部化"进程、继续推行"差别电价"和改进分时电价设计。后者主要是指采用随电价征收排污费、小额附加费等作为节能基金。

Policy Proposals on Electricity Tariffs for Supporting "Energy-Efficient Power Plants"

The paper presents the policy proposals on electricity tariffs supporting construction of "energy-efficient power plants" from two aspects of direct supporting and indirect supporting. The indirect supporting involves perfecting the Coal and Electricity Price Linkage Mechanism, levying taxes on consumer's auxiliary-generation plants for governmental funds which are imposed on other power plants within the electricity tariff, speeding up the process of "internalization of external costs" of the power industry, continuing implementation of the policy of "discriminated electricity tariffs"and improving the design of "time-of-use tariffs". The direct supporting policy means imposition of pollutant emission fees and small-amount surcharges which are included in the electricity tariffs for energy-conservation funds.
