大学生多层次医疗保障体系建设研究

公费医疗、公共商业保险、社会救济、社会救助及个人参保等方面存在的政策不完善、覆盖面较窄、资金投入不足、医疗水平低、宣传不到位、投保和报销程序复杂及个人参保意识不强等是制约大学生医疗保障体系建设的主要因素。文章认为．应通过增强大学生多层次医疗保障体系实施的灵活性和可行性；完善制度安排，加大扶持和监管力度；优化资源配置，增强操作的规范性和拓宽医疗保险的资金投入渠道等措施推进大学生多层次医疗保障体系建设。
