| 摘 要： | 20世纪末，国家提出西部大开发战略，掀起了西部区域经济发展的新篇章。西部地区区域经济发展的关键是人力资源。文章结合西部地区区域经济发展格局，从人力资源战略管理的指导思想、体制机制创新、人力资源公共服务体系、人力资源架构以及人力资源宏观与微观管理等方面对西部地区人力资源管理进行了初步研究。
