| 摘 要： | 通过地方政府融资平台进行债务融资是现阶段我国地方政府解决建设与经营城市中资金难题的主要渠道文章指出，由于政府对于金融资源的控制、现行体制下地方政府扩张性和短期性的行为特征等深层的体制性原因，随着近年来融资平台债务的迅速膨胀，其中的风险引起广泛关注，特别是其可能导致的地方政府的财政风险与金融机构的信贷风险为有效化解其中的风险并实现地方政府的规范化、持续化融资，亟需探究有效的对策，如规范政府经济行为、建立地方债务预警体系、完善分税制以及地方政府与融资平台自身行为的规范与约束等。
