| 摘 要： | 全球能源治理事关全球能源供应结构、总量及其配置,但其根本问题是如何通过集体行动、按什么样的幅度和进度推动能源结构调整。当前全球能源治理的不对称＂三角＂结构反映了以全球化市场为基础、化石燃料为主的全球能源利用结构,但这一结构面临相互关联的双重挑战：一是新兴力量的出现打破了原有供求和体制的平衡;二是化石燃料利用的环境外部性问题受到空前关注,而全球性气候协议至今无果。全球能源治理面临重组和变革压力,但变数很大,从而制约了中长期能源投资。展望未来,大国单边政策走向及相互间的双边或小多边合作将是决定全球能源治理走向的关键因素。
