基于循环经济视角下的低碳旅游发展战略研究

在循环经济发展的背景下,实现低碳化产业转型是旅游业发展的必然趋势,但旅游企业和地方政府的利益博弈、低碳技术运用及基础配套设施的滞后、低碳评价考核机制的缺失等因素严重制约了低碳旅游的发展。文章认为,低碳旅游可持续发展的实现,必须完善低碳旅游发展的制度安排,将其上升到标准化和制度化建设的层面予以保障;加大政府投资和旅游消费价格监管力度,严防低碳旅游投资成本转嫁行为的发生;转变旅游发展模式,促进旅游发展方式向低碳化转型。
