| 摘 要： | 发展智能电网，助推低碳经济是美国当前低碳法律政策的核心转向。独立与安全的国家能源战略、能源法律制度结构的低碳化趋势和低碳电力的商业瓶颈反映了美国智能电网的制度变革需求。以政策为实体引导、法律为程序保障的美国智能电网制度供给模式的启示是：立法是前提，政府的产业监管是核心，商业模式创新是基础。
