Seven representative problems at enterprises give clues to their solution.The occupational safety system is the responsibility of not only the HSE department,but many departments.Suggestions:1) Combine traditional safety management with the HSE system,and enhance the operability of and targeting by the HSE system.2)Improve current methods of institutional enforcement and find out accidents’root causes.3)Build accident-avoidance mechanisms that provide punishment and reward,both to assign responsibility for accidents and to encourage employees to look actively for hidden trouble.4) Safety checks are not HSE audits,but the objective of a safety check should conform to HSE standards. 5)The keystone of safety work is checking and identifying a problem and implementing a solution, and these processes should be enhanced.6)Define different objectives for different levels of safety check, and plan safety checks in advance.
