| 摘 要： | 全球变暖迫切需要发展低碳产业，而国际金融危机的爆发更使得发展低碳的新兴产业尤为重要。新兴产业形成与发展的路径包括三个方面：市场自发、政府培育以及市场选择与政府扶持共同作用。根据不同行业的特点和产业“核”生长规律，政府选择扶持时机、扶持的程度等，促进新兴低碳产业集聚和形成规模经济效应。
