| 摘 要： | 中小企业是国民经济发展的重要力量和支柱，加强中小企业技术创新建设，提高中小企业技术创新水平和成功率，促进其健康成长，已经成为各国政府、中外学术界和企业界普遍关注的课题。文章通过对各种金融工具在中小企业自主创新各阶段所发挥的作用进行分析，阐明了目前各种金融工具作用发挥的局限性，并提出了完善天使投资机制、发展完善创新基金、健全信贷担保体系等建议。
