区域工业效率和技术差异研究——基于共同前沿方法的考察

摘    要:本文在考虑我国东中西三大区域之间存在显著的技术差距的条件下,运用共同前沿法,对我国工业基于区域随机前沿的技术效率、基于共同前沿的技术效率和技术差距比进行了实证性的区域比较,研究发现三大区域工业技术效率的随机前沿面可以用同一共同前沿包络,不同区域之间存在明显的技术差距比;支持文献中在工业化进程的推进中,工业效率水平虽然不断提升,但提升的速度不断下降的结论;通过三大区域之间的技术差距比的变化趋势发现,二元经济特征比较明显地反映在发达地区与欠发达地区之间工业技术效率的落差上,而且这种落差随时间的推移出现扩大化的倾向,中西部地区不仅在工业经济发展上,在工业经济效率上也明显落后于东部地区,并且差异还不断扩大;在东部开放、中部崛起的大背景下,我国政府仍然要加大对西部地区产业转移和升级的力度。

Abstract:Considering the three regions of China are under significantly different technical level,this paper using meta-frontier function approach does the regional comparison research of China’s Industry about the technical efficiency based on SFA and technical efficiency,technology gap ratio based on MF.The empirical results give us the conclusions of three aspects: firstly,there is a synchronism phenomenon in our industry developing and efficiency improving.Secondly,the dual Economic characteristics are reflected in the differences of industrial efficiencies between the developed regions and underdeveloped regions,and the differences have been expanded over time.The industrial technical efficiency of the western regions is continuously lower than middle and northeast regions.Thirdly,On the background of Eastern open-up and Central Regions rising,our government still has to increase the intensity of the industrial transfer and upgrading of the western region.
