河北省农业现代化与城镇化协调发展实证分析

目的]研究河北省的农业现代化与城镇化的协调发展,以期实现其城乡要素平等交换、城乡一体化、经济持续健康稳定绿色可持续发展。方法]采用变异系数赋权法,选取适用于河北省的农业现代化与城镇化的评价体系,测算各地级市农业现代化与城镇化发展水平,构建耦合度与协调发展度模型,划分二者间耦合协调发展阶段类型。结果]石家庄与唐山农业现代化与城镇化发展居于首位,保定、邯郸次之,承德与衡水较低;农业现代化与城镇化整体处于中等级拮抗耦合,耦合高值区集中在以廊坊为核心的河北中部、以邯郸为核心的河北南端、以秦皇岛为核心的河北西端;仅石家庄与唐山的农业现代化与城镇化处于勉强协调,其余均为失调。结论]河北省呈现城镇化发展滞后于农业现代化的局面,未来河北省应继续加快建设产城融合、城乡一体、城乡同步的城镇格局,以农业现代化优势发展补齐城镇化发展短板,构建二者相互协调、相互引导、相互促进的新格局与新模式,实现规范化、实体化、规模化发展。

COORDINATED DEVELOPMENT OF AGRICULTURAL MODERNIZATION AND NEW URBANIZATION OF HEBEI PROVINCE

The coordinated development between agricultural modernization and urbanization has a great role in promoting the urban and rural integration, economic sustainable and green development. This paper selected a suitable evaluation system and combined with the variation coefficient method to calculate the agricultural modernization and urbanization development level. The results showed that the level of agricultural modernization and urbanization was the highest in Shijiazhuang and Tangshan, followed by Baoding and Handan, the lowest level was in Chengde and Hengshui. The cooperation degree between agricultural modernization and urbanization was higher in Langfang, Handan, and Qinhuangdao, but it was imbalance in other cities. The overall urbanization level was behind the agricultural modernization in Hebei province. Finally, it put forward some suggestions to realize the standardization, materialization and scale development, including continuously speeding up the integration construction of urban and rural, enhancing the urbanization development, and building the mutual coordination mode and pattern.
